Repeat-Infringer Policy

Sicomi, operated by 1984 Management Company Inc., doing business as Sicomi, terminates in appropriate circumstances the accounts of users who repeatedly infringe copyright. This policy applies to every account, including founding creators.
What counts as a strike. A person at Sicomi records a strike when:
- we remove material after a complete DMCA notice and the uploader doesn't send a valid counter-notice within 14 days, and the notice isn't withdrawn; or
- a person at Sicomi reviews a match or report and confirms the material copies someone else's protected work.
What doesn't count. A strike is never recorded by a machine. These are not strikes: an automated temporary hide; a request to trim a short section; a notice that is withdrawn, rejected or successfully counter-noticed; a match a person clears; a strike overturned on appeal.
The rule. 3 strikes within any 12 months closes the account. Strikes expire 12 months after they were given.

Severe cases. Uploading someone else's whole series or several of their titles, or stealing work while pretending to be its creator, can close an account after one review by the founder.
Your rights. Every strike and closure comes with reasons. You can appeal within 30 days. The founder re-decides at least 48 hours after your appeal, with an AI second opinion that we tell you about, and we aim to reply within 14 days. A person makes the decision. (Changed 2026-10-25 to match D-08 and agreement s.9.4; no adviser is named yet.) You can also counter-notify under the DMCA.
False claims. People who send notices they know are false may be liable under 17 U.S.C. 512(f), and we may stop accepting their notices.
